Sacramento Update: Key Components of the 2025-26 State Budget

Michelle Underwood, Vice President at School Services of California and head of its Governmental Relations unit, will underscore the key components of the Governor’s 2025-26 State Budget proposal and provide a behind-the-scenes look at where the budget debate goes from there.

Navigating New Legislation for K12s

The 2025 New Year rang in with a slurry of new legislation signed into law by Governor Gavin Newsom. In addition, transition to the new presidential administration takes place this year, bringing about questions and speculation as to how it will impact California’s legislative environment. During this session, Paul McGlocklin from AALRR will discuss prominent legislative changes and new case law developments, and the impact they pose on CA K-12 schools.

Mitigating Exposure to Wildland Fire Damage

Wildland fires are difficult for districts to prevent, however there are a lot of steps districts can take to prepare their sites to defend themselves and minimize damage from a wildfire, even after you’ve evacuated. This session will cover real-world scenarios from members that have persevered through prior experiences. Keenan will also share new resources that have been made available to help districts prepare their sites for a potential wildland fire.

Defending the Past, and Bolstering SAM Prevention Efforts Moving Forward

AB 218 claims can be challenging to defend, especially when decades old records are difficult to locate or don’t exist. As we continue to navigate the effects of this retroactive legislation, it is important to focus on what districts can do now to mitigate sexual abuse and molestation (SAM) claims moving forward. In this session, Mike Marlatt will discuss best practices for defending AB 218 claims and areas where districts can create additional layers of protection currently, to help build resilience and defend future claims.

Behind The Curtain: Exploring The Cyber Threat Landscape

The cyber landscape is shifting rapidly as generative AI and other emerging risks pose a significant threat to public education institutions. The FBI warns that criminals are actively utilizing GenAI to facilitate financial fraud across a variety of methods, and OpenAI recently published reports showcasing how nation-state threat actors are actively exploiting platforms like ChatGPT to advance malicious campaigns.
In this session, we will go behind the curtain to explore how cyber-criminal syndicates, nation-states and hacktivists are utilizing the dark web, artificial intelligence, native speakers and open-source platforms to increase the stakes and maximize their nefarious potential.
